Gholam-Reza Nikpey (غلامرضا نیک‌پی), also Nikpay (1927 – 11 April 1979) was deputy prime minister of Iran and Mayor of Tehran. He became Mayor of Tehran in 1969, succeeding Javad Shahrestani. Prior to that, he had served as Iran's Minister of Housing from 1966 to 1969. During his tenure as the Housing Minister, an earthquake rocked the Province of Khorasan, causing mass destruction. He was in charge of rebuilding. It turned out to be one of the best rebuilding projects in the country's history. In 1977, he was appointed to Iranian Senate by the Shah.

Prior to that, he served as the minister of interior and minister of finance in the cabinet of Amir-Abbas Hoveida. He was the leader of Rastakhiz Party during his tenure as prime minister of Iran.

Amir-Abbas Hoveyda (Persian: امیرعباس هویدا‎, Amīr `Abbās Hoveyda; 18 February 1919 – 7 April 1979) was an Iranian economist and politician who served as Prime Minister of Iran from 27 January 1965 to 7 August 1977. He was prime minister for 13 years and is the longest serving prime minister in Iran's history. He also served as Deputy Prime Minister and Minister of Finance in Mansur's cabinet. After the Iranian Revolution, he was tried by the newly established Revolutionary Court for "waging war against God" and "spreading corruption on earth" and executed.

Daryoush Homayoun (Persian: داریوش همایون‎; 1928 – 2011) was an Iranian journalist, author, intellectual, and politician. He was the Minister of Information and Tourism in the cabinet of Jamshid Amouzegar, founder of the daily newspaper Ayandegan, and one-time high-ranking member of the Rastakhiz party. In exile he became one of the founders of the Constitutionalist Party of Iran. He was famous for his analytical writings and largely impartial assessment of history. His outspoken manner, criticizing the Islamic Republic with harsh tones, but also directing his criticism at the Pahlavi policies, earned him respect of many, while at the same time creating many enemies. He was one of the most influential Iranian opposition leaders in exile.

Javad Shahrestani (1924 – July 9, 2016) was an Iranian engineer, academic and politician who served as the Mayor of City of Tehran. He was the last mayor to serve under the Pahlavi Dynasty. Born in Mashhad, he first became the mayor of Tehran in 1968 and served until 1969, when he was appointed first to Governorship of Kermanshah from 1969 to 1973 by the Shah of Iran, he was replaced by Gholamreza Nikpey. He was later appointed to the cabinet, and was the Minister of Transportation from 1973 to 1976. In 1977 he succeeded Nikpey as mayor and remained in the position until the Islamic Revolution of 1979.
